Procurement Officer (Hybrid)Department: Corporate Services

Job Purpose
The Procurement Officer will support the efficient procurement of goods, services, and works while ensuring compliance with relevant procurement legislation, internal regulations, and best practice. The role will lead and coordinate procurement activities, oversee contract management processes, maintain procurement records, and provide professional advice to stakeholders across the organisation.
The post holder will play a key role in driving value for money, identifying cost-saving opportunities, improving procurement processes, and ensuring transparency throughout procurement and contract management activities.
Key Responsibilities
Procurement
• Lead procurement and tendering exercises across a range of expenditure levels.
• Develop tender documentation, specifications, and evaluation criteria.
• Manage supplier engagement, negotiations, and contract award processes.
• Advise managers and budget holders on procurement routes and best practice.
• Identify opportunities for cost savings, efficiencies, and service improvements.
• Ensure procurement activities comply with relevant legislation, policies, and procedures.
Contract Management
• Monitor contract performance and supplier compliance.
• Maintain and develop contract registers and monitoring systems.
• Manage contract renewal and re-tendering schedules.
• Prepare reports on procurement and contract performance.
• Ensure contractual obligations, service levels, and key performance indicators are achieved.
Strategy and Governance
• Support the development and implementation of procurement strategies, policies, and procedures.
• Promote best practice in procurement and contract management.
• Ensure compliance with procurement regulations and governance requirements.
• Contribute to continuous improvement initiatives and organisational objectives.
Systems and Administration
• Act as a key user and administrator for procurement and contract management systems.
• Support system enhancements, upgrades, and user training.
• Maintain accurate procurement records, reports, and audit trails.
• Undertake supplier due diligence and financial assessments where required.
General Duties
• Provide procurement advice and support across the organisation.
• Assist with research projects and service improvement initiatives.
• Undertake additional duties commensurate with the level of the role.
Person Specification
Essential
• Relevant qualification, degree, or equivalent professional experience.
• Knowledge of procurement and contract management principles and practices.
• Experience of tendering and supplier management processes.
• Strong written and verbal communication skills.
• Excellent organisational and analytical abilities.
• Proficient IT skills, including experience of procurement-related systems.
• Ability to build effective working relationships with stakeholders at all levels.
Desirable
• Professional procurement qualification (e.g. CIPS) or willingness to work towards accreditation.
• Experience within a public sector or regulated procurement environment.
• Understanding of procurement legislation and governance requirements.
