Description
This Department of War enterprise data and analytics program delivers mission-critical capabilities that enable leaders across the Department to make faster, better-informed decisions using trusted data at scale. Leidos Digital Modernization sector is seeking an experienced Journeyman Procurement Manager to support the delivery, enhancement, and adoption of enterprise data and analytics products used across multiple DoD organizations.In this role, you will work alongside government partners, engineers, and other industry teammates to translate operational and strategic requirements into scalable, production-ready solutions. You will contribute directly to product planning, execution, and continuous improvement-helping ensure capabilities are delivered efficiently, aligned to mission priorities, and positioned for sustained success.
This position offers the opportunity to work on a high-visibility, enterprise program at the intersection of data, analytics, and emerging AI technologies. Primary Responsibilities:
- Support execution of procurement and purchasing activities, including Requests to Initiate Purchase (RIPs) and Consent to Purchase (CTPs).
- Coordinate procurement actions for tools, services, and other direct costs (ODCs) required to support program operations.
- Ensure all procurement activities comply with FAR, DFARS, and program-specific policies and procedures.
- Prepare and submit procurement documentation, including cost estimates, justifications, and approval packages.
- Coordinate with program management, finance, and technical teams to define procurement requirements and timelines.
- Track procurement requests from initiation through approval, acquisition, and delivery.
- Support vendor coordination, including communication, onboarding, and issue resolution.
- Maintain procurement records, documentation, and audit trails for all purchasing activities.
- Support cost tracking and reporting for procured items across CLINs.
- Assist in identifying procurement risks, delays, or issues and support mitigation strategies.
- Support audit activities by providing procurement documentation and responding to data calls.
- Contribute to continuous improvement of procurement processes, tools, and workflows.
Basic Qualifications:
- Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, or related discipline and 4-8 years of relevant experience OR Master’s degree in a related field and 2-6 years of relevant experience.
- Experience supporting procurement, purchasing, or supply chain operations in enterprise environments.
- Experience working with procurement processes, documentation, and approval workflows.
- Experience coordinating with internal stakeholders and external vendors.
- Familiarity with FAR, DFARS, or Federal procurement regulations.
- Strong organizational, analytical, and communication skills.
- Ability to manage multiple procurement actions and priorities simultaneously.
Preferred Qualifications:
- Experience supporting DoD or Federal programs.
- Experience working with procurement or financial systems (e.g., SAP, Deltek, or similar tools).
- Familiarity with cost-reimbursement or CLIN-based contract environments.
- Relevant certifications (e.g., Certified Professional in Supply Management (CPSM), DAWIA, or equivalent).

Pay Range:
Pay Range $73,450.00 - $132,775.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
