The Purchasing Specialist II will be responsible for all purchasing functions end-to-end as well as coordinating with Fiscal to support month-end processing and supporting all purchasing needs agency-wide. The Purchasing Specialist II reports directly to the Purchasing Manager and indirectly to the Accounting Controller and Chief Financial Officer.
Summary:
Obtain and evaluate vendor pricing to determine best-value suppliers.
Research product quality and pricing to ensure cost-effective purchasing.
Process requisitions and purchase orders accurately, including documentation for sole source and contract-based purchases.
Provide guidance to departments on procurement methods for supplies, equipment, vehicles, and services.
Ensure proper handling of online orders, deliveries, returns, and related documentation.
Manage purchasing documentation for credit card transactions and funding-specific purchases.
Support purchasing needs for specialized units and grant-funded projects, ensuring correct allocation and compliance.
Maintain vendor records and required documentation.
Assist with scheduled inventory reviews.
Coordinate travel arrangements and ensure required travel documentation is complete.
Issue and track agency fuel cards as needed.
Build and maintain positive relationships with vendors; resolve delivery or product issues.
Ensure timely communication and accurate processing of purchasing-related documents.
Participate in cross-training and support team operations.
Report safety or compliance concerns promptly.
Complete assignments and purchasing tasks within deadlines and policy guidelines.
Maintain professional, courteous conduct with staff, vendors, and the public.
Participate in required job-specific training.
Perform other purchasing-related duties as assigned.

Requirements
Associates Degree or course work in Business Administration, Public Administration, Accounting, or related field, and a minimum of three (3) years of responsible experience in Purchasing, or related field, preferably in a governmental organization or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
