Contract Specialist - Choctaw Defense MFG - McAlester, OK
JOB SUMMARY/OBJECTIVE:
The Contract Specialist is responsible for administering, reviewing, and negotiating potential contract opportunities, ensuring compliance with legal regulations and Choctaw Defense Manufacturing's (CDMFG's) policies and procedures. Key responsibilities include managing contract lifecycles, coordinating with internal departments, and mitigating risks associated with contractual agreements. The ideal candidate will have expertise in federal and commercial contracting, be detailed-oriented, and possess strong written and verbal communication skills ensuring contract alignment with CDMFG's strategic objectives and regulatory requirements.
JOB RESPONSIBILITIES:
- Draft, review, and negotiate contracts, including service agreements, subcontracts, and amendments, ensuring alignment with organizational policies and applicable laws and regulations.
- Manage contract lifecycles from initiation through execution and closeout, ensuring all deadlines, deliverables, and compliance obligations are met.
- Identify and address contract risks, ensuring the organization's interests are protected, and advise on risk mitigation strategies related to contracts and agreements.
- Ensure all contracts comply with internal policies, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement DFARS), and all other relevant government or industry standards.
- Support Business Development with the review and development of proposal contract volumes and/or contract narratives.
- Conduct internal audits to confirm compliance with contract requirements and federal and state regulations.
- Work closely with internal departments to ensure contract terms align with organizational goals and resolve contract-related issues.
- Process contract amendments, option year renewals, and modifications, ensuring timely and accurate updates to contract terms and internal records.
- Maintain organized and comprehensive records of all contractual documents, amendments, and communications ensuring clear communication of contractual obligations, changes, and timelines.
- Serve as a liaison between internal and external stakeholders ensuring clear communication of contractual obligations, changes, and timelines.
- Track deliverables, milestones, and performance metrics for active contracts.
- Serve as the primary point of contact for internal teams regarding all contract-related updates, including new option years, amendments, or modifications.
- Ensure accurate communication of contract adjustments, facilitating smooth coordination between departments, to implement required changes in compliance in regard to organizational procedures.
- Coordinate communication between the contracts team, clients, and subcontractors concerning routine matters.
- Participate in training programs on contract management best practices, federal regulations, and compliance requirements.
- Continuously develop a well-defined knowledge base of industry standards and federal acquisition regulations.
- All other duties as assigned.
MINIMUM QUALIFICATIONS:
- Comprehensive understanding of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS), and related federal and state legislation and regulations.
- Understanding of contract law, negotiation, and contract lifecycle management.
- Ability to act with integrity and maintain confidentiality in sensitive contractual negotiations.
- Proactive approach in addressing client and internal team requirements while ensuring contracts align with stakeholder objectives.
- Ability to work cross-functionally with various internal departments ensuring seamless contract execution.
- Excellent written and verbal communication skills, with the ability to convey complex contractual concepts clearly to internal teams, external clients, and/or vendors.
- Exceptional attention to detail, ensuring all contracts are accurate, comply with legal requirements, and address organizational requirements.
- Ability to negotiate favorable contract terms while ensuring compliance with legal and regulatory requirements.
- Ability to manage multiple contracts simultaneously, prioritize tasks, and meet deadlines.
- Proficiency in contract management software, Enterprise Resource Planning (ERP) systems, and tools such as Microsoft Office suite.
- Strong analytical and problem-solving skills, with the ability to identify risks and propose effective solutions.
REQUIRED EDUCATION & EXPERIENCE:
- Bachelor's degree in business administration, contract management, law, or related field.
- Minimum three (3) years' experience in contract administration, procurement, or legal support, preferably in federal contracting or a regulated industry.
PREFERRED:
- Master's degree in business administration, contract management, law, or related field.
- Minimum five (5) years' experience in contract administration, procurement, or legal support, preferably in federal contracting or a regulated industry.
PHYSICAL REQUIREMENTS:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift fifteen (15) pounds.
- Must be able to access and navigate each department within the organization's multiple facilities.
